'''Tom Novy''' is a real-life celebrity that was to make an appearance in the game. Novy's model and texture is still in the games files and just like [[Darkel]], but he was removed from the final version. There has not been a reason given for Novy's deletion. Novy's description is a white male with a brown hair and a brown tuft. He also wears a blue shirt and blue pants. Novy is also playable through modifications on PC, although these modifications usually require the Novy model from the PS2 of the game to be ripped from the disc because R* corrupted the model on the PC version. His name may also be based off Tom Novy who composed some of the songs on [[Head Radio]] (Tom Novy also played a song called "Back to the Streets", but it was deleted out of the track with no explanation). It is believed by some fans that he was a removed character that would give Claude missions. He is believed to have given a mission from the Head Radio's studio and he would have been the DJ.
