Grand Theft Auto: III
In GTA III, their first appearance the CIA monitor the Shoreside Lift Bridge when Ray Machowski tries to flee the city by flight. They are also said to have an interest in the Cartel manufactured drug SPANK. Weapons include M-16s, and Micro-Uzis. They are portrayed as men with light skin, and dark clothes. These also appear as random pedestrians.

In GTA III the CIA are portrayed as men with light skin, dark hair, and black suits with their voice sounding like Lazlow. These renditions also appear as everyday pedestrians in Liberty City. In GTA San Andreas they appear with two different agents. One with light skin, black suit and tie, gray hair, and dark sunglasses. The other agent has dark skin, a black suit with a black tie, black hair and mustache, and black sunglasses also this agent never talks to Carl unlike the other one. These two could be a reference to the film Men In Black, or Rockstar Games placed them there to go along with the alien theme out in the desert. In Vice City they appear as the bodyguards at the Malibu Club.

The briefcase may be evidence brought into Vice City against Mr. Black. Internal files show names for these are
bga
(bodyguard a), and
bgb
(bodyguard b). They appear as guards at the Malibu Club. They may also be FBI. They also appear in the mission Loose Ends where they are seen collaborating with the Sharks which is possibly another exchange of evidence. In GTA VC they wear dark suits with blue or black shirts, and black sunglasses. Choices in weapons are micro-smgs, brass knuckles, and MP5s. Vehicles include black Admirals, and Ponys.
