Franco Forelli is, in [[1998]], the diminutive and greedy [[Gang Leaders|Don]] of the [[Forelli Family]] and member of the [[Sicilian Mafia]] who controls the [[Mayoralty of Liberty City in GTA III Era|Mayor]] [[Roger C. Hole]]. He uses the Mayor to aide his criminal activities and to hinder those of the [[Leone Family]] and [[Sindacco Family]]. [[Salvatore Leone]] mentions him often to [[Toni Cipriani]] and it is [[Caught in the Act|confirmed]] by the mayors assistant that the Sicilian Mafia are having Franco cause a mob war. This is to allow the Sicilians to takeover the city, which Franco is unaware of, with Toni [[Shoot the Messenger|making sure he did not find out]].
