- Because when you kill him and steal his briefcase, once you reach the carpark around the bend, two CIA cars carrying CIA agents drive out of the car-park and shoot at you. There is also another CIA car around the bend with agents who try to kill you. Also, his bodyguard is CIA. The CIA wouldn't give the man so much protection unless he was a member of the CIA, affiliated with the CIA or was a government figure.--MrLanceVanceDance 01:07, 4 October 2011 (BST)

In the mission Loose Ends, Tommy Vercetti has to crash a deal between the Sharks Gang and the CIA. The men that ambush Tommy in the mission Check Out At The Check In look exactly the same as the CIA guys in Loose Ends and they also drive the same black Admirals, meaning they are the same guys from the same company.--MrLanceVanceDance 10:07, 4 October 2011 (BST)
