What happened to Bill?

In the intro for GTA IV we see I guy named Bill getting whipped. Niko calls for him but a guy says to leave him there. So who the hell is the guy?

He does have an accent. He is probably just someone trying to live a new life in America.

iirc a body is found in the Humboldt soon after the game starts, it's heard on the radio and is assumed to be this person... C-d-rom 22:40, 1 August 2009 (UTC)
