John Norris is a character from the Grand Theft Auto series who is mentioned on the Liberty Tree website. He is a Liberty Tree writer in 2001. John Norris is a city inspector for all shipments in and out of Shoreside Vale. He seems to believe that Liberty City can not be cleaned up, with illegal activity controlling the city. In the Paul Civille written article 'The W' to Drop in on Liberty City he says "No one can control this airport, if he can he's a better man than I am!"
