Retro, arcade-style video games can be found in various homes, bars, restaurants, 24-7's and clothes shops across Vice City (both unplayable) in Grand Theft Auto: Vice City, San Andreas in Grand Theft Auto: San Andreas and Liberty City in Grand Theft Auto IV.

A surprising twist to the operations of these games is even if you play the same game on different machines in different places in the game, after you save your score with initials, your same score with your same initials will also appear on those same games in those different places.
