8-Ball is an explosives and firearms expert from Liberty City who owns a series of bomb shops across the United States, including in Liberty City, Vice City and San Andreas. He is an associate of the Leone Family, having helped Toni Cipriani to destroy Fort Staunton, a Forelli Family controlled area, in 1998, before helping Mike to find Vinnie's killer in 2000 into 2001. 8-Ball was, in 2001, arrested and convicted on eighty-five charges of illegally owning a firearm, later escaping a police convoy with Claude, later helping him find work with old friend Luigi Goterelli and to destroy a freighter ship at the Portland Harbor docks.

Yusuf Amir is the son of Abdul Amir and a resident of Liberty City originally from Dubai, United Arab Emirates. Amir, a billionaire property developer, struggles with the construction of a tower block in Castle Gardens, resulting in Playboy X employing Niko Bellic to kill mobsters controlling the unions. Amir, unimpressed, caves into the unions and agrees to build a monument to the builders killed in an on-the-job accident. Amir later employs Luis Fernando Lopez to do various tasks, including steal a train car and tank in an attempt to impress his father. He later helps Lopez kill Ray Bulgarin.

He immigrated in 1950 and began to run loan shark, fencing and extortion rackets in the Alderney Fruit Markets, becoming the Don of the family in 1978 after the death of his uncle.

Grace "Gracie" Ancelotti is the thirty-one/two year old daughter of Giovanni Ancelotti, Don of the Ancelotti Family, and a resident of Liberty City. The LCPD do not believe she is involved in the running of the Ancelotti Family. She is kidnapped by Niko Bellic, later being traded back for diamonds. After being rescued, she and "Gay" Tony Prince escape on speedboats. She later meets Niko again, sending her guards to kill him.

When they arrive they are confronted by the LCPD, with Niko managing to lose the police and return Andrews to his job.

Asaltacunas has a history of dating very young women, including thirteen year old heiress Jill Von Crastenburg. He was also charged with possessing child pornography, although charges were later dropped, and was the centre of a doping scandal at the Liberty Swingers in 2006.

Jizzy B. was a resident of San Fierro in 1992 who owned the Pleasure Domes Club under the Gant Bridge, who also acts as a pimp and is part of the Loco Syndicate, a drug cartel also involving Mike Toreno and T-Bone Mendez. Jizzy first meets Carl Johnson and employees him for some various tasks, including rescuing Mike Toreno, before being killed by Carl in order to stop the selling of drugs to his hometown, Los Santos.

"Big" Mitch Baker is the leader of the Vice City Biker gang, running the gang from The Greasy Chopper. Baker is a Vietnam War veteran who has been sent to prison on thirteen occasions. In 1986 he employs Tommy Vercetti to first race Cougar and Zeppelin to prove himself and later to cause chaos and retrieve his motorcycle. He later agrees to help Vercetti by providing security for Love Fists concert in the city.

Her father is also killed by Moorehead and his friends Molly Malmstein and Pablo.

Pete Banbury Pete Banbury, also known as the Fisherman, is the father of Lily Banbury and is a fictional character in the Moorehead Rides Again radio program. He is killed by Gordon Moorehead and his friends Molly Malmstein and Pablo, using "friendly" napalm, after Moorehead stated that he was both a communist and the leader of a prostitution ring. Banbury, who had been missing for two days after breaking his leg in the swamp, was also informed of his daughters death shortly before his own, which devastated him.

Mallorie Bardas-Bellic is a resident of Liberty City, originally from Puerto Rico, and wife of Roman Bellic. She had worked for Bellic at his taxi depot in Hove Beach, before the building was burnt down, and was having an affair with Vladimir Glebov, which was discovered by Roman's cousin Niko. She later stops the affair and introduces Niko to her friends Elizabeta Torres and Manny Escuela. She later marries Roman and reveals she is pregnant, in the Deal ending announcing that if she has a daughter she will name her Kate, after Kate McReary. In the Revenge ending, Mallorie is left a widow after Roman is killed.

Billy Bob Bean is the leader of the Rednecks in the Residential District, Anywhere City, the son of Pappy and the half-brother of Beth. He employs Claude Speed to attack The Zaibatsu Corporation and the SRS Scientists, the Rednecks' main rivals, although Speed also later works for both rivals, attacking the Rednecks. An angered Bean teams with Red Valdez and Dr. LaBrat in an attempt to kill Speed, who manages to kill all three gang leaders.

Phil Bell is the forty year old resident of Alderney and is a member of the Pegorino Family, led by James Pegorino. Bell is divorced and has children, He runs the Honker's Gentlemen's Club and is often at odds with capo Ray Boccino. James Pegorino believes him to be his best associate but refuses to promote him due to his Irish blood. Bell employs Niko Bellic to steal drugs from the Triads and to kill Charles Matteo. In the Revenge ending storyline, Bell decides to leave the dying Pegorino Family, whilst in the Deal ending storyline he and Niko are involved in a gunfight with Dimitri Rascalov's men to steal money from him, with Bell and Niko both deciding to leave the criminal underworld afterwards.

Niko Bellic
Niko Bellic is the son of Milica and cousin of Roman. Niko, originally from Yugoslavia, fought in the Yugoslav Wars, as did his brother, who lost his life in an explosion. Niko himself was almost killed when Darko Brevic betrayed his fifteen man squad, with only Niko and Bernie Crane escaping alive. After the war he began working for Ray Bulgarin in a human trafficking ring until a boat in the operation sank, with Niko fleeing. Niko later headed to Liberty City, spending seven months on the Platypus, to reach the promised land of Liberty City. Upon arrival, Niko realises that Roman has lied to him and, frustrated, agrees to stay with him. Shortly afterwards, Niko begins to help Roman in his problems with the Russian Mafia, and later works for various other criminal elements in the city, killing a high number of people along the way. He also meets Kate McReary, who he begins to date. He attends Roman and Mallorie's wedding, witnessing his cousins death (in the Deal ending) or his girlfriends death Revenge ending), before killing Dimitri Rascalov (Deal ending) or James Pegorino (Revenge ending), before deciding to quit the criminal underworld.

Roman Bellic
Roman Bellic is the thirty-one year old cousin of Niko and nephew of Milica, and the husband of Mallorie Bardas-Bellic. Roman, originally from Yugoslavia, was sent to the United States by his mother during the Yugoslav Wars, when he was twenty-one. Roman's mother was killed sometime during the wars, with Niko discovering that had been raped and killed, although he does not tell this to Roman. Roman, "living the American Dream", convinces Niko to move to Liberty City with him. Niko later discovers that Roman had lied, owning a small apartment and a taxi depot, whilst also being heavily in debt to the Russian Mafia. Niko helps his cousin, also stopping an affair between Mallorie and Vladimir Glebov (later killing him). The two later move to Bohan when Roman's apartment and taxi depot are burnt down by Dimitri Rascalov, with Roman establishing a new taxi depot elsewhere in the city. Roman, later winning a lot of money through bets, upgrades his business and buys a penthouse in Algonquin, and later decides to marry Mallorie. After the wedding Mallorie announces that she is pregnant, although Roman is killed in the Deal ending, whilst in the Revenge storyline he tells Niko that if he has a daughter, they'll name her Kate after Niko's deceased girlfriend, Kate McReary.

Ray Bulgarin was a fifty year old resident of Liberty City, originally from Russia, and a Russian mobster. He moved to America in the 1980s but was deported after being arrested on charges of human trafficking, after which he moved to the Mediterranean, where he began to run a human trafficking ring and employed Niko Bellic, who later one of his ships sank and he fled. He later returned to America in search of Niko and almost killed him in an ambush set up with Dimitri Rascalov. He later employed Luis Fernando Lopez but, after falling out with him, attempted to kill him in an ambush, which Lopez survived. Niko and Luis both meet Ray once again during an exchaneg of diamonds for Gracie Ancelotti, with Lopez chasing Bulgarin down with help from Yusuf Amir, killing him on his jet whilst fleeing Liberty City. Ray had a sister, Galina, who is kept in a cage and who he may have injured/killed when firing an AK-47 through the ceiling to stop her annoying him.
