Glitch
The Havana outfit becomes unavaible because the game spawns it behind an invisible fence. However, two missions: Cop Land and No Escape? puts the Havanna outfit into the wrong place. To avoid this the player must complete "Cop Land" and "No Escape?" before completing "Two Bit Hit". This is very often referred as the Havana Glitch.
Trivia
The Military, and the cops at the Washington Beach VCPD HQ will not attack the player if Tommy is in the Cop outfit. However, attacking will make them shoot at the player.
