Donald Love is believed to had only begun doing business in Liberty City from early-2001 onwards, indicating that Love Media was quick in founding or acquiring many companies in Liberty City within months (the time period of the Grand Theft Auto III is supposedly late 2001). This was done as a response to the return of Barry Harcross, a recently acquitted businessman and long time rival of Donald Love, to the city.
Donald Love is a character in the 3D Universe who appears as a supporting character in Grand Theft Auto III (set in 2001), a minor character in Grand Theft Auto: Vice City (set in 1986), and a main character in Grand Theft Auto: Liberty City Stories (set in 1998). He is the multi-billionaire owner of the Love Media conglomerate and is also involved in construction and real estate industries. In GTA III he is voiced by Kyle MacLachlan, who has also appeared in Desperate Housewives, and in GTA Liberty City Stories by Will Janowitz, who has also appeared in The Sopranos. The voice actor for Donald Love's appearance in GTA Vice City is not credited.

While little background information is known of Love, he is seen as a former apprentice of real estate mogul Avery Carrington, who appeared in Grand Theft Auto: Vice City as a boss for Tommy Vercetti; the most evident sign of his link with Carrington is his use of a phrase that was also heard from Carrington, when Love asks that Claude assassinate Kenji Kasen:
Character history
Life until 1998
He became the protegé of real estate expert Avery Carrington, often following him with a note pad and pen, including to one of Colonel Cortez' parties and once met Tommy Vercetti, who Avery was hiring to start a gang war between the Cubans and the Haitians while disguised as a Cuban. Avery's willingness to use any method to bring down property prices would leave an impression on Love. At some point between 1986 and 1998 he moved to Liberty City and established himself as a successful businessman, starting the Love Media company, purchasing a building in Bedford Point and opening an import garage.

"Nothing drives down real estate prices like a good old-fashioned gang war, apart from the outbreak of a plague, but that might be going too far in this case".
1998
Donald Love enters the race to become the mayor of Liberty City, following the murder of incumbent Roger C. Hole, running against Miles O'Donovan. He begins to work for Leone Family Don Salvatore Leone and uses Toni Cipriani, who killed Mayor Hole, and uses his wealth to his advantage. Love hires Cipriani to first steal a corpse for Love to eat, before having him campaign for him and kill some of O'Donovan's campaigners. Love then discovers that the Forelli Family, a rival to the Leone Family who had controlled Mayor Hole, own a stake in the company printing the ballot papers, sending Toni to destroy the printing factory. Love, realizing the voting is close, decides to campaign himself but is almost killed by the Forelli Family in an ambush, but is rescued by Cipriani, who later attempts to rig the election.

Donald Love makes a third appearance in Grand Theft Auto: Liberty City Stories. Love is portrayed as a necrophiliac and possessing a fascination for human corpses, thus explaining his connection to the aforementioned "morgue party" in GTA III. However, several possible continuity errors are also noted: Love had apparently operated in Liberty City in 1998 (although he was seen working in a different office building) and already owns several radio stations and newspapers, contrary to what the aforementioned 2001 Liberty Tree articles claims.
Love later discovers that O'Donovan has evidence linking him with the Leone Family and sends Toni to destroy the evidence. The links between Love and the Leone Family, however, are too obvious and the election is won by O'Donovan. Love, having spent all his money on his campaign, is forced to move to a flophouse in Pike Creek, Shoreside Vale. Love, however, does not give up and later employs Cipriani to kill former mentor Avery Carrington to steal his re-development plans for Fort Staunton, killing many Colombian Cartel escorts as well, before killing Liberty Tree reporter Ned Burner, who had witnessed the murder. Cipriani later collects the corpses of both Carrington and Burner for Love to eat.

in Grand Theft Auto: Vice City, previously depicted as an influential tycoon in Grand Theft Auto III, makes two minor appearances as a young apprentice of real estate tycoon Avery Carrington, learning the tricks of the trade. The Vice City rendition of the character has little voice acting; Love remains silent throughout his appearances, and his second appearance sees him uttering only one or two minor words before being interrupted by Carrington. (Opening cut scene of "Two Bit Hit," Grand Theft Auto: Vice City.)
Donald Love also hires Cipriani to destroy the Fort Staunton district of Staunton Island, a Forelli strong hold, which he does, using explosives provided by 8-Ball. Love, confident of his future success, purchases a mansion in Cedar Grove and locks himself away, fearing a reprisal from the Colombian Cartel, who attempt to kill him but they are thwarted by Cipriani, who takes him to his private jet at Francis International Airport, where the bodies of Carrington and Burner are in storage. By 2001, the same mansion is taken over by the Cartel, while Donald Love seeks to live in the Love Media tower to avoid certain taxes.

Donald reappears in Liberty City Stories. It is interesting to note that Love resides and works in another skyscraper in the game, as opposed to the smaller "Love Media" building several blocks away in GTA III (although one mission involves delivering a vehicle to the latter's garage). Donald's current residence is under construction, which he is busy overseeing when Toni meets with him during several pre-mission cut scenes.
Life until October 2001
Donald Love flies to an unconfirmed location in the United States and continues to expand his business, also living on a yacht in the Caribbean. He is known to have changed laws, been involved in slum clearance and opened casinos across the United States, in the process becoming a "legend" according to a Liberty Tree report. He returns to the city in March 2001, following the return of fellow businessman and rival Barry Harcross, and begins to expand his business empire in the city. He re-establishes Love Media and purchases over nine hundred radio stations (including Chatterbox FM, Double Clef FM, Flashback 95.6, and Head Radio), three hundred television stations, four networks, three satellites, ten senators, the Liberty Tree newspaper, the Bitch'n' Dog Food company, and the thirty-story Love Media Building in Bedford Point. He also hires an Old Oriental Gentleman to teach him Tai Chi, sending a private plane to bring him to the city, although the man is arrested by the immigration chief Ray Mathers. At some point between 1998 and 2001, Love begins to implant his plans redevelop Fort Staunton with the Colombian Cartel and their front company, Panlantic Construction, suggesting he had paid the Cartel off.

Following the killing of incumbent Liberty City mayor R.C. Hole (ordered by Salvatore Leone), Love seizes the chance to run in the mayoral race, using his deep pockets to rig the election.  Based on his statements, he is running as a Republican; he is also a close associate of Salvatore Leone. Salvatore is bent on getting "his" candidate in office so he can take control of City Hall. Both candidates are backed by two different mob syndicates; O'Donovan by the Forellis, and Love by the Leones.
October 2001
Donald Love continues to oversee the development of Fort Staunton and run his media conglomerate from his home in Bedford Point, although his old oriental gentleman is kidnapped by the Cartel whilst he was being transferred to a police station in Portland View, Portland. He later hires Claude, who also escaped in the ambushed convoy, to rescue the old oriental gentleman from a Cartel hide out in Aspatria, before having him kill Yakuza co-leader Kenji Kasen, whilst disguised as a Cartel gangster, in order to provoke a gang war between the two to drive down property prices. Claude is then sent to collect decoy packages before being sent to collect the real package, eventually going to a construction site in Fort Staunton where he finds ex-girlfriend and Cartel leader Catalina, with Miguel and the package. He retrieves the package for Love and works for him one last time, acting as a decoy to allow the old oriental gentleman to escape with the package. Love later disappears with the old oriental gentleman, with Rockstar Games stating themselves that Love's fate is ambiguous.

Toni Cipriani meets with Donald at his building, where he is overseeing the construction of the tower.  Donald has popularity on his side, but O'Donovan's mob associates are rigging the ballots to give themselves an edge.  Donald orders the incineration of their ballot machines and the deaths of O'Donovan's campaigners, who have a lock on the youth vote and are protected by armed gunmen.  Despite his efforts, the voting polls are still neck-and neck.  Making matters worse, Donald cannot make any more public appearances in fear of a Forelli assassination.  Donald resorts to stealing some of the uncounted ballots and replacing them with some of his own, using Toni to hijack the ballot vans.
Personality
Donald Love is a cannibal, as seen during the mission Cam Pain, where he eats human ribs and describes human flesh as being "like chicken" but "more sentient". He is also known to throw morgue parties, as revealed in both GTA III and GTA Liberty City Stories, even having Toni Cipriani steal the corpses of Avery Carrington and Ned Burner to eat.

Following this, O'Donovan's men uncover evidence of Love's ties to Salvatore Leone.  Love's political career stands at a knife's edge; he orders Toni to get to the docks and steal the evidence from the Forellis (and some Sindaccos) guarding it. When Toni arrives back at Donald's office, a news report blares that Donald Love has been linked to Toni, widely known as a top Leone associate.  Donald's image is damaged beyond repair and O'Donovan wins the race.  Donald drops his usually-cordial demeanor and erupts, saying he's been bankrupted by the campaign and blaming Toni for everything.
In GTA Liberty City Stories, he is much more flamboyant, and still looks to be very young. Only 3 years later, in GTA III, he has a much deeper, more mature voice, puts on some weight and appears to be more towards his forties.

Later on, Toni receives a panicked phone call from Donald Love, who is living out of a flophouse in Shoreside Vale. Literally down to his last dime, Donald is an unshaven mess.  Toni is content to leave him to rot, but Donald promises him a cut of something "huge. He arranges the killing of his former mentor Avery Carrington, who is arriving in Liberty City with valuable development plans under his arm. While leaving Francis International Airport with Colombian Cartel escorts, Avery is slain and his plans are stolen by Toni. The reporter Ned Burner witnesses this and is about to go public; Love orders him killed as well.
Trivia
* One of Donald Love's lines in GTA III is almost exactly replicated in GTA Vice City by his mentor Avery Carrington, although the events occur the other way around in the game universe. Love states, during the mission Waka-Gashira Wipeout, that "Nothing drives down real estate prices like a good old fashioned gang war, apart from the outbreak of a plague, but that might going too far in this case". While during the mission Two Bit Hit in GTA Vice City, Avery Carrington states "Now, nothing brings down real estate prices quicker than a good old-fashioned gang war - 'cept maybe a disaster, like a biblical plague or something, but, that may be going too far in this case".
* Donald's character may have crossed over from the third to fourth eras, some newspapers in Grand Theft Auto IV carry images of Donald Love stating he has a hate relationship with taxes. There is also a movie/book that can be found in Playboy X's mansion, it is titled The Liberty King, and features Donald Love's artwork on the cover with the skyline of Liberty City behind him.
* He may be partially based on Michael Bloomberg, who was one of the ten wealthiest men in the world with $5 billion in 2001. Both men also invested in becoming the mayors of their cities.
* Love was rumored have been killed in Love Hurts, a mission where Claude would steal a Dodo to crash it into the Love Media Building and kill Love. This mission was supposedly deleted following the similar 9/11 attacks on New York City. However, in 2012, Rockstar revealed that this mission did not ever exist.
* Love, along with Alex Shrub and Thomas Stubbs, were nominated for Rockstar's Sleaziest Politicians.
* Despite Love's past rivalry with Mayor O'Donovan, he was noted to have met him on at least one occasion in September 2001, and even commented positively about O'Donovan in the Liberty Tree newspaper.
* Donald Love has a star in the Vinewood Walk of Fame.

Donald still needs prime development property to make the deal go through; he selects the highly-populated Fort Staunton area for "demolition."  Toni pays demolitions expert 8-Ball to fill a van full of explosives and used the Porter Tunnel (which is under construction) to access an abandoned subway station beneath Fort Staunton.  He plants the bombs and they explode all at once, leveling the entire district.

His fortune rebuilt, Love moves into the biggest mansion in Shoreside Vale.  The Cartel members who were providing security for Avery decide to blackmail Love in exchange for keeping quiet.  Love is forced to flee town after Toni massacres the Cartel force and leaves piles of corpses in his garden.  The mansion is abandoned and falls into Cartel hands (which remains so up to GTA III).  This act of hostility by the Cartel is suggested to be the origins of Donald's subsequent grudge against the gang later on.

It is revealed in this game that Love is a cannibal and very likely a necrophiliac. Love describes human as tasting, "just like chicken, but more... sentient, if you know what I mean" during a cut scene where a human torso can be seen on the table with Love eating the ribs. Among those presumed to be consumed by Donald are Ned Burner and Avery Carrington, both of whom he takes with him on his flight out of Liberty City so he "won't be traveling alone."

Love's bizarre fetish of necrophilia was hinted at in Grand Theft Auto III when Claude was tasked to destroy pictures of Love at a "morgue party," but it was never fully revealed until this game (in fact, the "morgue party" was also mentioned in Liberty City Stories dialog twice during Love's mission cut scenes).
