- You may be looking Dwayne Thorn, from Grand Theft Auto: Vice City Stories, or Dwayne Forge, from Grand Theft Auto IV.
Dwaine, also spelt Dwayne, is a character in the Grand Theft Auto series who appears as a minor character in Grand Theft Auto: Vice City (set in 1986) and Grand Theft Auto: San Andreas (set in 1992). He is a mechanic and is usually seen with best friend Jethro. He is voiced by Navid Khonsari, who also voiced pedestrians in Grand Theft Auto: Liberty City Stories and Grand Theft Auto: Vice City Stories.
Dwaine, at some point prior to 1986, had become a skilled mechanic working on marine engines along side best friend Jethro at their boatyard in Viceport, Vice City. The two, seemingly comfortable in Vice City, sell their business to mob boss Tommy Vercetti. The two, prior to 1989, leave Vice City after they could no longer return to the boatyard and settled down in San Andreas. The two attend the '89 San Fierro Love In where they met The Truth, an aging hippie who began selling them drugs from his farm in Leafy Hollow.
Dwaine, presumably unable to find work as a mechanic, began selling hotdogs from a hotdog van at the tram terminal in King's, San Fierro. The Truth, having befriended garage owner Carl Johnson, suggests Dwaine and Jethro as good mechanics for the garage and both are later hired. Dwaine and Jethro continue to appear at Carl's garage, initially seen to be working on a car, playing cards with Carl and Cesar Vialpando, looking at a car and sitting at a table with Carl.

- From the mission Wear Flowers In Your Hair:
The Truth: "C'mon, man, there's these two guys I know - used to work on marine engines, 'til the mob bought their business over in Vice."
Don't shoot, dude! What's in this stuff? He's taking the boat. Bummer. Help! Some square's stealing the boat, man!
