Toreno then reveals that corrupt [[C.R.A.S.H.]] officers [[Frank Tenpenny]] and [[Eddie Pulaski|Edward "Eddie" Pulaski]] had killed fellow Internal Affairs officer [[Ralph Pendelbury]] after he threatened to expose their operation. The moment this convinces Carl of Toreno's identity and promise, the latter then then goes on to explain the task - there is precious cargo that needs collecting.

It is unknown whether he later leads the [[Diablos]] in their attempts to enter [[Liberty City in GTA III Era|Liberty City]], siding with the [[Sicilian Mafia]] and starting a turf war with the [[Leone Family|Leone]], [[Forelli Family|Forelli]] and [[Sindacco Family|Sindacco]] Families in the [[Red Light District]] and [[Hepburn Heights]]. He leads the gang into taking control of Hepburn Heights, although [[Toni Cipriani]] stopped them from taking the Red Light District. Interdiction is a mission in Grand Theft Auto: San Andreas given to protagonist Carl "CJ" Johnson by undercover government agent Michael "Mike" Toreno from his ranch in Tierra Robada, San Andreas.
