Upon entering an Emergency Vehicle, such as a Police car, an Ambulance, or a Fire truck, instead of having the regular radio stations enabled, the player will be able to listen to the emergency channel, where chatter and information are relayed from the emergency PC to the vehicles listening to them, so they can quickly head to the location indicated and do whatever they are tasked or asked to do.

Police often uses codes (such as the 10-codes, 11-codes, and so on) to shorten their messages and refer to the events happening or relayed. However, in fiction, 10-codes from real police are rarely used, preferring to make their own or to use fictional codes. This is the case with GTA, as for example, a 10-37 translates to "Operator on duty", which probably doesn't really need an ambulance, or a 10-57 meaning "Missing person", made contradictory if a location is given right after. It is possible certain cases are merely parodies, but often codes given are nonsensical in fiction context.

Emergency chatter in GTA San Andreas

The police messages in GTA San Andreas are simply looped audio, and don't refer to events occurring in-game.

MALE VOICE 1: We got a 10-37 in Verona Beach. We're gonna need an ambulance.
MALE VOICE 2: There's a 10-75 somewhere near Easter Bay Airport. 10-75.
MALE VOICE: There's a series of 10-21s in northern Red County. Can I get a squad car out there?
FEMALE VOICE: We got a 10-57 in Ganton.
MALE VOICE: We got a domestic dispute in west Kings.
MALE VOICE: Reports coming in of a serious 10-87 in Rockshore East. Repeat: 10-87 in Rockshore East.
FEMALE VOICE: Report of serious gang activities in Jefferson.
MALE VOICE: East Los Santos is in trouble!
FEMALE VOICE 1: There's a 10-53 in El Corona.
FEMALE VOICE 2: We got reports of serious gang activity in Jefferson.

MALE VOICE: We got problems in Easter Basin; reports of a 10-73 and a 10-05, right now.
FEMALE VOICE: We got a 10-57 in Bone County.
MALE VOICE: We got a 10-71 in the Hunter Quarry area. Is anyone nearby?

Riot-triggered chatter

When the riots are triggered (either during the storyline or when the chaos mode cheat is active), the conversations on the police scanner are different. The messages are usually about riots around San Andreas. There are various sounds of chaos in the background, such as people shouting, windows smashing, explosions, alarms, etc.

MALE VOICE 1: We got a 10-45 in Missionary Hill!
MALE VOICE 2: We got problems in East Beach!
MALE VOICE: Get me a fire truck down here right now! (scream) We got a 10-91 in Marina, right now!
MALE VOICE: East Los Santos is in trouble!
MALE VOICE: It's fucking insanity out here! Get me an ambulance out here right now!
MALE VOICE: (scream) Reports of a dead body just found in Santa Flora.
MALE VOICE: It's fucking insanity out here! Get me a fire truck down here right now!
MALE VOICE: We got a riot in progress all over Los Santos!
