He first appears in GTA IV in a cutscene at the start of the mission "[[Wrong is Right]]" when he walks by Niko in front of the [[United Liberty Paper]] Building having an argument on his [[cell phone]].

Eugene Reaper was a Liberty City Gun Club member who is featured in Grand Theft Auto IV. In high school, he played football and, during his senior game, completing the game winning pass, breaking his leg in thirteen places. According to a story on Weazle News he is a Computer Analyst.

He first appears in GTA IV in a cutscene at the start of the mission "Wrong is Right" when he walks by Niko in front of the United Liberty Paper Building having an argument on his cell phone.

His second appearance comes during the mission "Three Leaf Clover" when he is inside the Chinatown branch of the Bank of Liberty in Algonquin when it was held up by Packie and Derrick McReary, Michael Keane and Niko Bellic. After quietly conferring with fellow hostage Luis Fernando Lopez (who thought it was a bad idea to stand up to the robbers), he comments on his experience as a football player and says that "the world is built out of bad ideas" before drawing a concealed pistol and opening fire, killing Michael Keane. Packie and Derrick immediately killed Reaper in retaliation.

It is possible that Reaper was a special agent that worked for the same organisation as Karen and United Liberty Paper as he is seen entering the building in which they both work during a cutscene for the mission Wrong is Right.
