FBC Financial Group is a finance group that is funding the Porter Tunnel development in Liberty City, which is being led by Winston Cole. The tunnel, completed in October 2001, connects Portland Island, Staunton Island and Shoreside Vale. The company faced delays of the completion of the Porter Tunnel, which was scheduled for completion in March 2001.
