Fernando Martinez is a libertine in Grand Theft Auto III, Grand Theft Auto: Vice City, Grand Theft Auto: San Andreas and Grand Theft Auto: Vice City Stories. In GTA III, he creates a program called Fernando's New Beginnings where husbands are found suitable mistresses, but the program is revealed to be a prostitution business. In GTA Vice City, he is the DJ for radio station Emotion 98.3. A radio station which plays power ballads and Fernando uses to teach people to fall in love and to be sexually unbridled. On the radio, he is an exaggerated stereotype of a Latin lover. Martinez believes he has a gift with the ladies and as a match-maker. It contrasts with his first appearance in GTA III, where he is exposed as a Caucasian man from upstate New York during a radio interview in Chatterbox FM. Fernando claims he was forced out of Vice City when he reappears in GTA San Andreas as a caller to and then impromptu host for the Lonely Hearts Show program on West Coast Talk Radio.

Fernando reappears as a DJ on the Episodes from Liberty City exclusive radio station Vice City FM. Fernando, Lazlow and Jack Howitzer are the only characters that are connected to the GTA III and GTA IV eras.
