To the east of Flint County is Los Santos, while to the northeast is San Fierro.

Events of GTA San Andreas

After the deadly shoot-out between the Grove Street Families and the Ballas under the Mulholland Intersection that resulted in the imprisonment of Sean "Sweet" Johnson, his brother, Carl, is captured by C.R.A.S.H. officers Frank Tenpenny and Eddie Pulaski and taken out of Los Santos. They deposit Carl in the small town of Angel Pine in Whetstone, Flint County, where they use his brother's recent incarceration as leverage to force him to perform various unsavory tasks for them. The first mission they demand of Carl is to ferret out and kill a witness to their corruption that is hiding in a cabin on nearby Mount Chiliad. Carl, armed with only a camera, is forced to make his way up the side of the mountain, where he finds a cabin guarded by the FBI. Carl lures the witness out, who tries to escape down the mountain by car. Giving chase, Carl stops and kills the witness, at which point he photographs the "evidence" that he will no longer be talking.

A few days later, Tenpenny shows up again in Angel Pine, this time to introduce Carl to The Truth, a pot-growing hippie that provides illicit narcotics to the corrupt C.R.A.S.H. officers. Carl, ordered by Tenpenny to pay The Truth the cash that is owed to him for a recent transaction, is indentured into service to The Truth in order to pay off the "debt". His first task is to steal a combine harvester from a group of right-wing fanatics occupying The Farm in northern Flint County, and return it to The Truth. Then, Carl must assist The Truth in destroying a large crop of marijuana that has been spotted by the authorities. Immediately after destroying the crops and shooting down the patrolling helicopter, the two men head for San Fierro in The Truth's Camper, with 3 tons of marijuana in tow, opening the next chapter in the storyline.

Much later in the story, Carl returns to Flint County, this time as part of a mission for Mike Toreno, a shady government agent largely responsible for many of the events of the story. Toreno, who must remain within the watchful gaze of his superiors and rival agencies, has Carl make an airdrop to his men holed up in Angel Pine. Carl must fly a Rustler from Verdant Meadows all the way to Angel Pine and back, all while remaining below radar detection altitude, in order to drop desperately needed supplies to Toreno's men.
