What happened to Bill?

In the intro for GTA IV we see I guy named Bill getting whipped. Niko calls for him but a guy says to leave him there. So who the hell is the guy?

Thanks man. Wonder why he doesn't have a accent.
First, his name is not Bill, it's Dave. He is probably just someone trying to live a new life in America.
There is also a news article that the captain of the boat was found dead with whip scars all over him. It's most likely Dave and/or the girl who's whipping him has/have something to do with it.
