Meet Bernie at his house and take him over to Middle Park for his usual exercise. Watch him exercise, then he will start to jog towards a person that likes to whack Bernie with a baseball bat. Jog after Bernie, but don't get too close or the hater won't attack.
Under a bridge, a cutscene starts where the person who likes to whack Bernie is hiding out. Unsurprisingly, he is wielding a baseball bat and heavily whacks Bernie down to injury. Run after the "hater" with a light gun out and try as hard as you can to kill the hater before he gets on a moped and speeds away. If you don't, the mission will be next to impossible.
Either way, after to finish off the hater, pick up Bernie at the bridge and take him over to the clothes shop.
