Heinrich Havelock is a reporter for VCPRs New World Order show who speaks with a German accent. He interviews a tribal chieftain from a formerly-forested town in Venezuela that Dwayne cannot pronounce (Dwayne also cannot correctly pronounce Heinrich's name).
