Herbie is the astro-goat of The Truth, a hippie character who is known for taking various drugs (including marijuana, LSD, magic mushrooms), and Herbie is probably part of a vision whilst the drugs are in effect. The Truth claims that he travels around on Herbie and that he has not driven in fifteen years, despite owning a Camper, which he calls the Mothership.
