Ken Rosenberg is a disbarred lawyer who suffered from a severe cocaine addiction, and was last seen at a rehabilitation center. In the year 1992 (Grand Theft Auto: San Andreas), he was used by the Leone Mafia Family to run the casino (Caligula's Palace) that they co-own with two other Mafia families. After that, he is never heard from again. However, during the video game Grand Theft Auto: Vice City, he was on a downward slope when he met Tommy Vercetti and eventually came to briefly become one of the most important men in the city, before Tommy fired him as lawyer and he lost his career.

The missions that Carl Johnson does for Mr. Rosenberg not only help him keep his job at the casino, it also helps him stay alive until CJ can liberate him from his situation and back to a "safe, legal job" with a "boring commute." After being a part of killing Johnny Sindacco, Carl tells Ken to "play it dumb" until he can figure out a way to fake his death so that Mr. Rosenberg can finally leave Las Venturas.

Vice City

He is closely affiliated with Tommy Vercetti and connected to the Forelli Mafia. Rosenberg meets Vercetti at Escobar International Airport and remains his ally throughout the game. He secures Tommy's release from prison whenever he is arrested, and his voice is sometimes briefly heard in these situations ("Tommy Vercetti is an innocent man!"). He has been reported to have problems with narcotics and egomania. He is also suspected of cheating on law school exams and having employed heavies on numerous occasions to intimidate and corrupt juries. Rosenberg's character parallels the lawyer David Kleinfeld (played by Sean Penn) in the movie Carlito's Way - both have the same frizzy hair and bad suits, and both are rendered increasingly paranoid and incoherent by their cocaine addictions.

San Andreas

Ken "Rosie" Rosenberg is the middle man for three Mafia families (the Leones, the Forellis and the Sindaccos) in Las Venturas, managing the Caligula's Palace casino. Highly paranoid and insecure, Ken fears for his death at the hands of one of the Mafia families, for which the other families would blame each other. Ken's companions are Maccer, Kent Paul (who occasionally refers Ken as "Rosie" in the game) and a parrot named Tony; he also provides CJ with a few jobs in Las Venturas. After faking his death and escaping from the clutches of the Mafia in Las Venturas (courtesy of CJ), he settles with working as an accountant for Madd Dogg, along with Maccer and Kent Paul.

In Grand Theft Auto: Vice City, he was Tommy Vercetti's lawyer in Vice City. This was referenced in one mission, when Rosenberg says to CJ: "It's just like the old days, Tommy." In The Introduction, it's revealed that Tommy inexplicably began to avoid Ken as he has stopped taking his calls. The Introduction also indicates that Ken had only just completed drug rehabilitation, which stemmed from his cocaine habit in Vice City. Despite successfully kicking the habit, he resumed drug abuse later in the storyline. Ken is also disbarred from the law at the time of The Introduction, forcing him to find another job and leading to his assignment as the manager of Caligula's Palace by the Mafia families.

Success Rate

Rosenberg has a very poor success rate at trial and is referred to as a "bonkers ambulance chaser" by Kent Paul, who goes on to state "that guy could defend an innocent man all the way to death row".
