The LTA Chief Executive is a minor character in The Ballad of Gay Tony, he is the unnamed Chief Executive of the Liberty City Transit Authority in 2008.

While tied to a golf cart and having golf balls hit at him the Union Official in the mission Practice Swing states the "head of the LTA" is in the Messina Crime family. This leads Rocco Pelosi to order a hit on him and two others working with the Messina Family, Jack Duffy and Mel Toblowsky.

A little while later, Rocco orders Anthony "Gay Tony" Prince to go to all three locations of the corrupt officials, and blow them up with sticky bombs. Luis Fernando Lopez arrives at Tony's and knocks him out to make sure he stays safe, and does it himself. He blows up a crane and a subway car with no passengers to kill Mel Toblowsky and Jack Duffy respectively, and then heads to Francis International Airport where the head of the LTA is departing on his private jet. Luis successfully blows up the plane and kills his third and final target.
