Lance is an associate of Elmo, leader of the Loonies. In one mission, Claude Speed meets Lance whilst trying to steal back a new Dementia Limousine from the police impound. Lance is paid $1,000 to distract the guard at the impound, allowing Claude to enter and steal the Limousine.
