the little willie is a mini helicopter with little cannons on it and you buy one for $2000 when you get your first safehouse on the eastern island. you go upstairs and outside and there a lock icon walk on it and choos the option to buy it

It is named for the famous Gyrocopter used by Sean Connery's 007 in the film, "You Only Live Twice."
