Marki Ashvilli was a businessman who owned the Liberty City hockey team, Liberty City Rampage and would not sell the team to Ray Bulgarin, who enlisted Luis Lopez' help to infiltrate the MeTV building and kill Marki, before parachuting out of his office window to safety.

If Luis listens to Marki's last words, he will tell him of an incident with an underage girl, thinking either that was the reason he was sent or that he was sent by the Kremlin.

His name implies he may be Georgian, as "villi" is a common occurrence in Georgian names. However, the Liberty Tree news article hints that he is from Russia.
