Mikhail wants Niko to kill his daughter's boyfriend.

Go to Firefly Island to find Mikhail's daughter and her boyfriend. Give chase to him on a motorbike; don't try to shoot him, just chase him. Eventually, he will come to a stop with his gang in a park. Gun them all down (and be sure to collect their ammo afterwards).
