The strongest censure by this film board is the refusal of classification, which means that the video game or film is banned in Australia and/or New Zealand. Games (and motion pictures) with the [[R18]] rating can only be sold in the capital district of Australia. The ratings can differ between the Australia version and the New Zealand version.
 
The first edition of [[Grand Theft Auto: San Andreas]] was refused classification, but the second edition received a ''MA 15+'' rating, meaning no under under 15 could rent or purchase the video game.
