Pedro Garcia
Pedro Garcia is a gun runner who operates in Vice City during the mid 1980s. The Vice City Police Department keep tabs on the actions of Garcia, as does his rival gun-runner Phil Cassidy. Garcia buys guns from out of state and then sells them on the streets of Vice City.
