Phil Bell (born 1968, age 40) is a character in Grand Theft Auto IV and an Irish-Italian associate of James Pegorino and the Pegorino Family. Bell lives in Port Tudor, Alderney, Liberty City. He is also good friends with Pegorino's wife, Angie, although their relationship may be more than just friendship. He is the uncle of Frankie Gallo.
Bell has been arrested on four occasions: in 1984 for grand theft auto, in 1988 for promoting gambling, in 1990 for manslaughter and in 2005 for racketeering. He is careful about wiretaps and surveillance, maintaining that he is a legitimate businessman, running the Honker's Gentlemen's Club in Port Tudor. Bell dislikes Pegorino Capo Ray Boccino, the animosity between them only ever increasing, and is introduced to Niko Bellic by Boccino.
Bell hires Niko to steal a truck filled with heroin and deliver it to his nephew, Frankie Gallo, later referring him to Wade Johnson. Bell and Niko then steal cocaine from the Russian Mafia and kill Charles Matteo, an Ancelotti capo, who had threatened to tell The Commission of the stolen cocaine, as they were intended to be bought by the Ancelotti Family. Bell then moves the heroin left with his nephew, however the Federal Investigation Bureau (FIB) attempt to arrest him, with Niko leading him to safety.
In the Deal ending to GTA IV, Bell accompanies Niko to a warehouse in Port Tudor to collect money in a heroin deal with Dimitri Rascalov. However, Rascalov kills the buyers, compelling Bell and Niko to shoot their way out of the warehouse with $250,000. In the Revenge ending, however, Bell decides to get out of it all, believing the Pegorino Family have been reduced to nothing. After Niko kills Dimitri Rascalov, Bell tells Niko that he made the right choice.
