But this is only the beginning of Carl's work in San Fierro. He has just been informed that the entity responsible for the events leading up to this point, the [[Loco Syndicate]], is largely based in this new city, with its leaders close by. Attempting to infiltrate the syndicate, Carl begins working for the syndicate's concierge, a pimp, [[Jizzy B.]], who resides in the [[The Pleasure Domes Club|Pleasure Domes Club]] under the [[Gant Bridge]] in [[Battery Point]]. The performance of GTA 1 Squad Cars are identical in all three cities, and are all essentially the best in the game, with the highest top speed and acceleration among all cars in the game, highly responsive brakes and good grip. Carl begins his take-down of the Loco Syndicate by paying Jizzy an unexpected visit at the Pleasure Domes Club, after which he is forced to chase Jizzy when he runs out the front door and drives away in panic. The Police Car in these two games resembles a cross between a Chevrolet Caprice and a Ford Crown Victoria. In [[Grand Theft Auto III|GTA III]], the Police Car was originally intended to have a livery similar to the then-current NYPD police cars, however, in the final version, they have standard black and white livery. The Police Cars in [[Grand Theft Auto: Liberty City Stories|GTA Liberty City Stories]] feature the livery intended for GTA III cars, albeit with black-and-white stripes, rather than blue-and-white.

In these two games, the vehicle resembles a 1980's Ford LTD, and both feature a green and white livery, much like the Miami-Dade Police Department (although there rare claims that white police cars can be found after achieving 100% completion of [[Grand Theft Auto:Vice City]]). During development, the vehicle was white with red and blue stripes along each side, resembling squad cars from the Miami Beach Police Department. Reports say that the paint scheme was changed in development to the green and white scheme because of fears that players wouldn't be able to tell the difference between civillian cars and the VCPD cars. In the PC version of GTA Vice City, a gaming bug causes rare all-white police cars to spawn at car parks around Vice City, although this only occurs after achieving 100% completion in GTA Vice City.

The GTA Advance rendition of the Police is designed to bear a likeness to the Police from GTA III, with a generally rounded profile and a black-white paintjob. Unlike other renditions, the car is substantially more speedy, with a top speed matched with the [[Banshee]]'s. After killing Jizzy, Cesar informs Carl of a meeting taking place at Pier 69 in Esplanade North. Carl heads out there to find T-Bone Mendez and Carl's old associate from Grove Street, Ryder, about to meet with Toreno. After blowing his cover, Carl is then forced to chase down Mendez and Ryder on the pier's pedestrian mall. After shooting Mendez off the side of the guard rail, and into San Fierro Bay, Carl then has to swim through part of the bay to a boat in order to chase down Ryder, who had jumped into the bay in an attempt to escape. After killing Ryder, Carl locates and shoots down the chopper that was presumably carrying Toreno to the meeting, ending the Loco Syndicate.

Later, Carl and his brother-in-law-in-courtship Cesar Vialpando, the leader of the Mexican-American Varrios Los Aztecas, steal two cars from a showroom on the edge of the district for their vehicular chop-shop business.
