Ralph Pendelbury is a police officer in the Los Santos Police Department, who is threatening to give the police damning evidence against [[Frank Tenpenny]] and [[Eddie Pulaski]]. He may or may not have been working for [[C.R.A.S.H.]]. Tenpenny, Pulaski and their new associate eventually catch him: [[Jimmy Hernandez]].

They take him to a secluded area in the dock area of [[Los Santos]], with Officer Pulaski beating him to a pulp. Officer Tenpenny stops Officer Pulaski, and instructs Officer Hernandez to kill him. After Officer Tenpenny threatened his own life, Officer Hernandez shoots and kills Ralph Pendelbury.

He was later transferred to the [[C.R.A.S.H.|Community Resources Against Street Hoodlums]] division of the police force, which was being led by the corrupt [[Frank Tenpenny]] and his favourite officer [[Eddie Pulaski]]. The two had come to see their job more about 'percentages' and keeping each of the city's gang equal. Pendelbury, however, could not be corrupted by Tenpenny and Pulaski, and later began to give information about their activities to internal affairs.


[[Carl Johnson]] is framed for the murder of Officer Pendelbury by Tenpenny, Pulaski and Hernandez, which allows them to manipulate Carl for a period of time. Frank Tenpenny and Eddie Pulaski are later both charged with the murder of Pendelbury, although Carl Johnson has already murdered Pulaski. Tenpenny is cleared of all charges, due to lack of evidence, which effectively set off riots in Los Santos.
Pendelbury was later removed from C.R.A.S.H., while giving evidence, and was replaced by [[Jimmy Hernandez]], who was working undercover to gather information to back up Pendelbury's allegations. Tenpenny and Pulaski, however, decide to 'initiate' Hernandez into their criminal activities by forcing him, at gun point, to kill Pendelbury after they located him in [[Ocean Docks]] and Pulaski had badly beaten him.
