Random Characters refers to pedestrians in the streets of a Grand Theft Auto game that attract the attention of the player, who can choose to engage and start a side-mission with.
Unlike storyline missions, these characters are not central to the storyline, and their missions can be ignored. Many of these missions are, however, required in order to complete the game.
