The main problem with exploring Restricted areas is that entering the territory will instantly give the player a 5-star Wanted level. Any soldiers already in the area will fire upon you, and FBI vehicles will give chase until the player has lost the Wanted level.

Area 69 is a very strict No-Fly Zone — any aircraft (except the [[AT-400]]) flying over it will be shot down by the base's SAM launchers, which fire heat seeking SAM missiles. The player should fly around Area 69 to avoid this, or fly at a very high altitude. Another way to avoid SAMs is to use countermeasures, however these are fitted only on the [[Hydra]].
