Mission
Frank Tenpenny, along with Eddie Pulaski, has finally been charged with racketeering, corruption, narcotics and sexual assault. The whole gang, composed of Carl, Cesar, The Truth, Kendl, Maccer, Sweet and Madd Dogg, are gathered in Dogg's living room, watching the news coverage of the trial. The gang sit around providing a running commentary over the coverage as Carl tries to get them to be quiet so that they can hear what's going on. Sweet thinks that Tenpenny will get 20 years, but Cesar disagrees, pointing out that cops get off lightly in the justice system.

Riot is one of the last story missions in the GTA San Andreas. There no clear goal for this mission, but it acts as a playable cutscene, as CJ drives his brother Sweet to his houe in Ganton.
Later that day a lawyer reads out a statement that due to retracted witness statements, the lack of evidence and the disappearance of both Jimmy Hernandez and Pulaski, who is believed to be on the run (although Carl knows otherwise), all the charges against Tenpenny have been dropped and he walks out of court a free man.

Overview
Tenpenny's acquittal causes public outrage and the city erupts into rioting. Sweet is determined that there will be no rioting in Grove Street and asks Carl to take him back. Once he arrives back he sets off to lock down the 'hood and Carl leaves to see what's going on in the rest of the city.
The whole gang, including Cesar, The Truth, Kendl, Maccer, Sweet, CJ and Madd Dogg, in Dogg's living room, is tentatively watching Frank Tenpenny's trial on T.V. The gang sits around, talking out loud their concerns and opinions, with CJ trying to silence them so that they can hear what's going on. Tenpenny had been charged for racketeering, corruption, narcotics, and sexual assault. His partner Pulaski is said to be in hiding. Jimmy Hernandez, a victim of Tenpenny's wrath, adds up to the long list of charges against one of Los Santos finest. Everybody is sure that Tenpenny will serve a life sentence for everything he has done, but Cesar mentions that the justice system lets officers off easy. Speak of the devil, the gang becomes pissed when all charges against Tenpenny are dropped.

It seems not only CJ and the others are disappointed in the way justice failed to be served, but they find out the whole of Los Santos is up in flames from the easy release of Tenpenny. Los Santos has become a very dangerous place now and the gang decides that they must shelter themselves for a whole wave of terror in the street. Being a leader of the Grove Street Families, Sweet decide he too must do all he can to protect his loved ones by gathering up his gang. He asks CJ to drive him home amidst the chaos in the streets.
Reward
There is no reward given for this mission, but the mission Los Desperados is unlocked. In addition, rioting will be widespread in Los Santos until the last mission is completed.
