Carl goes to see Ryder in his backyard, who is smoking heavily. He reminds Carl why he didn't finish high school; he is too intelligent. Then, Ryder makes him realize that the army has all the necessary weaponry the Families need when in a gang war or when doing a hit.
The mission begins with Ryder asking Carl why he thinks Ryder didn't finish high school. Carl believe he was dealing with drugs and putting hands on his teacher of wearing Ballas colors. Ryder told him that the reason he didn't finish high school is because of being a genius. He told Carl of a National Guard depot where they can get bigger weapons.

Upon arriving at the National Guard depot, the two gain access into the base in order to get weapons. Carl gets the weapons in the boxes into the truck while Ryder protects the truck from the guards. After getting the weapons, the two hide the truck.
Carl and Ryder get inside a Mule and make their way to the National Guard Depot in Ocean Docks. Once they have arrived, they realize the gate is closed. Carl makes his way over the wall and shoots the switch to open the gate. Ryder enters, and Carl shoots at another switch, this time to open the warehouse. Ryder pulls over the Mule to the warehouse, and stands guard as Carl collects six crates of weaponry using a Forklift. Once all six has been collected, they make their way to the lock-up LB has got for them in Willowfield. But, the National Guard pursues them in Patriots. With help from Ryder, they make their way safely back to the lockup.

Ryder: Yeeaahh, CJ... Hey, CJ, tell me why I didn't finish high school.

Walkthrough
Carl Johnson: Because you been dealing drugs, man, since the age of ten!

Looks like Ryder wants even heavier artillery and the only people that possess that kind of firepower are the military.  Luck would have it that there is a military base at the docks. So guess what, CJ and Ryder will be making a little trip out there.
Ryder: No, that ain't it.
#Go to the pink marker outside the National Guard depot.  The gate closes behind a vehicle entering so you need to get that gate open.  The best way, since an alarm will be raised anyway, is to toss a grenade over the right wall.  It takes out the guard and blows the gate switch.
#Head inside to the warehouse almost in front of you.  Pick off the guards that attack.
#After you clear the warehouse, a bar with RYDER appears.  This is the trucks, and Ryder's health, so you must work quickly.  After offloading each crate, help Ryder to fight off the sporadic resistance.  Keep up this pattern until you load all six crates.  Four are in the warehouse and two are to the right side of the main door.
#:Warning: The mission fails when Ryder is killed by the soldiers. To prevent this failure, save time to defend him and collect the boxes.
#Once all crates are loaded, it's time to leave.  Of course, the army isn't about ready to let you off that easily so they dispatch a couple of Patriots to make your journey more interesting.  You can take care of the pursuers by using the L3 button to drop an explosive crate.  Time it right to take out the Patriots.
#Get to the lockup in Willowfield.  Once you exit the van, the mission is over.
