The Sweeper is a vehicle in Grand Theft Auto: San Andreas and it is a part of an unknown company called sanitary andreas along with the Utility Van and the Trashmaster. It can be seen driving on some of the streets, although it has no special functions so can't actually "clean up" the streets. One can be found near Unity Station under the overpass in Los Santos and in Las Venturas in Prickle Pine. And strangely enough, it only appears in San Andreas. It is the second slowest vehicle in the game, the Mower being the slowest, and it is not highly useful for evading cops.
