Unlocks when?

Does anyone know what mission unlocks these events? Other sites say Green Sabre, but that's not true. Im halfway into San Fierro, and every weekend i go back it says "The Cluckin Cock isn't ready yet". I have full stamina and cycling skill, low fat, high muscle, and theres no note about stats being too low, just "not ready yet" --NssJ 03:32, 18 September 2011 (BST)
