Volvo, not VW?

Is it possible that Vulcar is not a Volkswagen stand-in, but rather a Volvo parody? The Ingot (to me) bears as much similarity to a first gen Volvo V70 as it does a VW Passat. Also, I've noticed a couple of references to Vulcars being "safe" (in pedestrian chatter in GTA V and on the internet when buying an Ingot in GTA Online), a stereotype often attributed to Volvos.
