Phil Bell was born in [[1968]] in [[Alderney City]], and is of 90% Irish with some Italian heritage. He acts as if he were a full Italian, probably to fit in with his fellow mafioso. In [[Catch the Wave]], Phil says a lot of Italian phrases and calls the [[Irish|Irish Mob]] "Irish idiots", suggesting he is a bit ashamed to be Irish. At age 16 in [[1984]], he was arrested for trying to steal a car.

Tommy Vercetti was born around [[1951]] and is thirty-five during the events of the game (according to the official GTA Vice City strategy guide). He was born in [[Liberty City in GTA III Era|Liberty City]] and, at a young age, began helping his father at a printing shop cleaning rollers. Vercetti had wanted to follow in his father's footsteps, but "lived a different life", at some point joining the [[Forelli Family]]. He continued to work with the Forelli Family until [[1971]], when he was convicted of eleven counts of manslaughter in [[Harwood]], later gaining the name "The Harwood Butcher". This was an attempted ambush, planned by Sonny Forelli, although Tommy survived. His connections with the Forelli Family ensured he was spared the death penalty and a life sentence. Tommy remained in prison for fifteen years, not informing the [[LCPD in GTA III Era|LCPD]] of any Forelli Family secrets.

Between [[1988]] and [[1990]], during his early 20s, he was arrested for promoting gambling and manslaughter. Phil had probably joined the [[Pegorino Family]] by then; [[Jimmy Pegorino]] says in [[Pegorino's Pride]] that Phil is a long-time trusted business partner of his. He also says that he wishes to promote Phil, but worries whether it will offend the Commission who are somewhat racist against non-Italians. He was married and has two or more children, born after 1990 (fighting for custody strongly suggests the kids are under 18).

Tommy, looking to get Sonny's money back, begins to work for various criminals around the city to gain money and revenge. He initially works for Rosenberg, causing [[Riot (GTA VC)|riots]] and [[Jury Fury|intimidating]] jurors, before working for [[Juan Cortez]], an intermediary for the drug deal, who begins to look into the ambush for Tommy. Meanwhile, he has Tommy [[Mall Shootout|steal]] missile technology chips and [[Treacherous Swine|kill]] [[Gonzalez]], who had talked about the deal.
Phil maintains that he is a legitimate businessman, managing construction yards and the Pegorino-owned [[Honker's Gentlemen's Club]] based in [[Tudor]]. The authorities have his places of business bugged, so he speaks in generalities which will not implicate him in anything, and is especially cautious with his planning. He and fellow Pegorino capo [[Ray Boccino]] secretly hate each other, because Phil believes "every move he makes is so obvious, it's disgusting to see him trying to sleaze his way up the ladder". Ray is also much more ambitious and even selfish, while Phil believes that "there ain't much in this life you got control of", which is why he follows Jimmy's orders to the letter, even when he believes it won't work perfectly (as seen in [[Catch the Wave]]). Phil and Jimmy Pegorino's wife [[Angie Pegorino|Angie]] are very good friends, causing some to believe they're having an affair. Jimmy doesn't believe the rumors, and has trust in Phil.


Cortez, believing that Ricardo Diaz was responsible for the ambush, helps Tommy to act as [[Guardian Angels|protection]] for Diaz in a deal with the [[Cubans]]. The [[Haitians]], arch enemies of the Cubans, attempt to ambush the deal, but are thwarted by Tommy and Lance. Diaz, seeing potential in Tommy and Lance, who he does not remember, hires them to, amongst other things, [[Phnom Penh '86|kill]] [[Sharks|gang members]] stealing some of his drugs and [[The Fastest Boat|steal]] the fastest boat in the city, in order to [[Supply & Demand|purchase]] drugs from a dealer on a boat. Lance [[Death Row|attempts to kill]] Diaz in revenge for the death of his [[Victor Vance|brother]], but is captured, later being freed by Vercetti. The two later go on to extract revenge, [[Rub Out|killing]] Diaz in his [[Vercetti Estate|mansion]].
Towards the end of the game, the Pegorino Family gets too much police attention, leading Jimmy to believe the family has several rats. He contemplates which one of his capos he should kill - Phil and Ray each secretly suggest to Pegorino that he kill the other. Jimmy eventually decides to kill Ray. At the very end, whether Deal or Revenge is chosen, Phil chooses to leave organized crime for good in favor of a simple life in a small town. He calls Niko to wish him all the best and they leave on good terms.


The death of Ricardo Diaz brings change to Vice City, allowing Tommy and Lance to step in and continue the protection ring established by Diaz. Tommy, however, begins to look beyond the protection ring and purchases a number of businesses around the city, most prominently the [[Malibu Club]], the [[Cherry Popper Ice Cream Factory]] (used to sell drugs), [[InterGlobal Films]] and the [[Print Works]]. After purchasing each business, Tommy helps establish them in the city. Sonny Forelli, growing restless and impatient, sends his own men to [[Cap the Collector|collect]] some of 'his' money from Tommy. Tommy kills the collectors, although not in time to save [[Earnest Kelly]], the man running the printers, from being injured. Tommy, viewing him a lot like his father, decides to give Sonny fake money printed at the Print Works. Tommy meets Sonny in person at his estate, with Sonny informing him that the Harwood incident was an ambush and that Lance had sided with him. A gun battle ensues, with Tommy [[Keep Your Friends Close...|killing]] both Lance and Sonny. Following their deaths, Tommy and Ken begin to run the city.

The two both end up in exile, both arrive to the city in Hawaiian shirts, both rise to power in Miami/Vice City using great amounts of violence, both build an empire from a large estate and mansion, both have short tempers and are prone to violence, both work as contract killers, and both killed their collaborators and took their ex-bosses' empires. Phil Bell is character in the HD Universe and an associate who worked for the Pegorino Family in Alderney in Grand Theft Auto IV; primarily he ran their front operations, but was also involved in some wetwork - he accompanied Niko Bellic on three violent missions for the Pegorinos.

Biography

Phil Bell was born in 1968 in Alderney City, and is of 90% Irish with some Italian heritage. He acts as if he were a full Italian, probably to fit in with his fellow mafioso. In Catch the Wave, Phil says a lot of Italian phrases and calls the Irish Mob "Irish idiots", suggesting he is a bit ashamed to be Irish. At age 16 in 1984, he was arrested for trying to steal a car.

Between 1988 and 1990, during his early 20s, he was arrested for promoting gambling and manslaughter. Phil had probably joined the Pegorino Family by then; Jimmy Pegorino says in Pegorino's Pride that Phil is a long-time trusted business partner of his. He also says that he wishes to promote Phil, but worries whether it will offend the Commission who are somewhat racist against non-Italians. He was married and has two or more children, born after 1990 (fighting for custody strongly suggests the kids are under 18).

Phil maintains that he is a legitimate businessman, managing construction yards and the Pegorino-owned Honker's Gentlemen's Club based in Tudor. The authorities have his places of business bugged, so he speaks in generalities which will not implicate him in anything, and is especially cautious with his planning. He and fellow Pegorino capo Ray Boccino secretly hate each other, because Phil believes "every move he makes is so obvious, it's disgusting to see him trying to sleaze his way up the ladder". Ray is also much more ambitious and even selfish, while Phil believes that "there ain't much in this life you got control of", which is why he follows Jimmy's orders to the letter, even when he believes it won't work perfectly (as seen in Catch the Wave). Phil and Jimmy Pegorino's wife Angie are very good friends, causing some to believe they're having an affair. Jimmy doesn't believe the rumors, and has trust in Phil.

Towards the end of the game, the Pegorino Family gets too much police attention, leading Jimmy to believe the family has several rats. He contemplates which one of his capos he should kill - Phil and Ray each secretly suggest to Pegorino that he kill the other. Jimmy eventually decides to kill Ray. At the very end, whether Deal or Revenge is chosen, Phil chooses to leave organized crime for good in favor of a simple life in a small town. He calls Niko to wish him all the best and they leave on good terms.

  • Phil Bell may be based off of Henry Hill from the Goodfellas. They are both Irish Italians who can't become high ranking members due to their Irish ancestry and like Hill Bell becomes very paranoid when he hears helicopters above him.
  • Phil has similarities with Joseph Daniel O'Toole from Grand Theft Auto: Liberty City Stories: JD also can't get to a high rank in his respective family because of his Irish ancestry.
  • Phil appears to like Jazz, as he will respond positively if the player puts on Jazz Nation Radio or Fusion FM while travelling in a car with him. He may also like rock, as the radio station that plays in his office at the docks is Liberty Rock Radio.
  • It is implied that Phil Bell is a Civil Engineer because he manages the construction yard at Tudor Port.
  • Phil along with his nephew are the only known surviving members of the Pegorino Family. (Unless Frankie is killed by police in To Live and Die in Alderney).
  • In a likely Grand Theft Auto V casting call, a character named Jane Bell is present with the description: "(45-50 Female United States) Caucasian. 5'4" - 5'6". Ugly, lives alone. Very carefree and smooth-tongued." Could be a coincidence, or she may be a relative (if not the divorced wife) of Phil Bell.
