The Tow Truck is a new addition to the game Grand Theft Auto: San Andreas and in the downloadable episodic pack The Lost and Damned for Grand Theft Auto IV. It is a unique vehicle, because it has the capability to tow a car, from one point to another, this is very useful when transporting locked cars, or special vehicles on the game. It can also tow anything else like helicopters and airplanes. This vehicle resembles an F-Series Ford Wrecker. You could also use the tractor to do the same thing and you can use the baggage car to hook up other baggage carts.
Unfortunately, the Towtruck in the Lost and Damned has no practical use outside the mission as it cannot tow anything.
