Niko's contact, only referred to as "U.L. Paper" throughout the game, is a middle-aged man with spectacles who proclaims to have had a military career prior to his employment in the UL Paper organization.  It's revealed in the [[cutscene]] of the first mission for the organisation that the contact speaks Serbian, the language of Niko's homeland.  He says to Niko that America is "just like the old country", to which Niko replies "Yeah."  After Niko finds [[Bernie Crane|Florian Cravic]], his contact reveals to him that he should actually be hunting for [[Darko Brevic]], who ultimately gets delivered to him by U.L. Paper.

Several framed documents on the contact's office walls carry the seal of the CIA. Some fans believe that the contact at United Liberty Paper is [[Mike Toreno]], a main character from [[Grand Theft Auto: San Andreas]]. There are, however, numerous differences between the two (though most can be explained rather simply). The main two differences being their appearance and voice. [[Rockstar Games]] has also confirmed that no characters from the previous [[GTA III Era|era]] of [[Grand Theft Auto|GTA]] games will appear in GTA IV related games.
