He was also later accused of securing drugs for city officials in return for sanitation contracts and accused of having sex with two underage girls, although he was later cleared of those charges. Hole, who was controlled by the Forelli's, attempted to have Salvatore Leone arrested but was later killed by Toni Cipriani on orders from Salvatore.

Chan Jaoming
Chan Jaoming, originally from China, was a forty-one year old of Liberty City and the son of retiring Triad leader Hsin Jaoming. Chan attempted to impress his father in order to be named his successor but faced competition from Wu Lee (leader of the Lee Family) and Zhou Ming (leader of the Ming Family). He, like the other two, hired Huang Lee (Wu's nephew) to achieve this, although he is viewed as lacking the intelligence and lifestyle of being Triad leader, being addicted to drugs. Huang later obtains 'evidence' that both Chan and Zhou are FIB informants, resulting in Chan and Zhou's deaths at the hands of Huang.

Hsin Jaoming
Hsin Jaoming, originally from China, is a seventy-three year old resident of Lower Easton, Algonquin, Liberty City, the retiring Triad leader and father of Hsin Jaoming. Hsin had become the leader of the Triads at some point prior to 2008 and by 2009 was looking for a successor, with his son Chan, Lee Family leader Wu Lee and Ming Family leader Zhou Ming attempting to impress him to be named his successor. Huang Lee, who had worked for Hsin's likely successors, began to work for Hsin and was later tasked with locating an FIB informant. Hsin at one point suspects Huang and threatens to kill him, although he is stopped by Huang's uncle, Wu Lee. Huang and Wade Heston, a corrupt police officer, later discover a document incriminating Chan and Zhou, resulting in their deaths on Hsin's orders. Hsin is later attacked by the real informant, Wu Lee, with the Yu Jian Sword and is badly injured. Hsin is arrested and Heston's comments suggests that, despite the severity of the injury, he believes that Hsin will pull through.

Jeff, also known as Jeff the Cuckold, was a resident of Liberty City. He hires Niko Bellic to follow his wife and obtained photographic evidence of her infidelity, as he believes is cheating on him, although Niko later attempts to persuade him that his wife is likely not having an affair. He later kills his wife and has Niko dump her body in the Humboldt River. When he meets Niko for a third time he was re-married but suspects his new wife of cheating on him also and asks Niko to kill her. When Niko refuses, Jeff attempts to run across the road to confront his wife but is run over and killed.

Brian Jeremy
Brian Jeremy was a thirty-nine year old resident of Alderney and a member of The Lost Brotherhood. Jeremy argued frequently with Johnny Klebitz, the gangs temporary leader, and supports the gangs incarcerated leader Billy Grey and his stance of violence towards their rivals, the Angels of Death. Grey is later released and Jeremy begins to work with him, with the two deciding to use the Triads to ambush Klebitz and Jim Fitzgerald as they return their drugs to them. The Triads, however, turn on Grey and Jeremy, with Grey being arrested once more. Jeremy then formed his own sub-sect of the gang but later offered a truce to Klebitz. Klebitz agrees to meet him but is ambushed by Jeremy's men, managing to kill the attackers and survive. Jeremy later tells Ray Boccino of his location, believing him to be an ally, but Boccino gives the information to Klebitz who attacks Jeremy's safehouse. Klebitz can, depending on the players choice, spare or kill Jeremy. If spared, Jeremy is told to leave the city but does not do so and tries to ambush Klebitz again after meeting him on the streets. Klebitz, however, survives and kills Jeremy.

Jerkov
Jerkov (born February 29, 1972), originally from Siberia, USSR, is a resident of the Industrial District of Anywhere City and the leader of the Russian Mafia in the city. He is married to Sandra Tito and has a son. He served in the Soviet army but was kicked out in 1989 and in 1994 was suspected in numerous murder cases in the American underworld but disappeared shortly thereafter. He was arrested in 1997 for possession of heroin but acquited when the evidence was lost, although the Anywhere City Police Department also suspect him of disembowelling a rival gang leader. He employs Claude Speed to help him increase in power in the Industrial Sector and has him attack The Zaibatsu Corporation and the Hare Krishna. Jerkov later sends a team of assassin's to kill Krishna leader Sunbeam, although he is saved by Speed. Jerkov, as well as Sunbeam and Uno Carbine (leader of The Zaibatsu Corporation in the Industrial Sector) later attempt to kill Speed at the same time, although all three fail and are killed.
