Grand Theft Auto: Vice City is the second game in the GTA III era. Although it was released after GTA III, it was set 15 years earlier, in 1986. Grand Theft Auto: Vice City Stories is a prequel to this game, taking place two years earlier.

Designed by Rockstar North and published by Rockstar Games, it debuted in late 2002 for Playstation 2 in North America, Europe, and Australia. Following this success, the game was released on PS2 in Japan, on PC worldwide, and on Xbox in North America and Japan in mid-2003, releasing on PC in Europe and Australia in early 2004. Later, Rockstar Vienna packaged the game with its predecessor, GTA III, and sold it as the Grand Theft Auto: Double Pack for Xbox.
