Staff are decided by the Managers of the wiki. Just keep making edits, and eventually you may be nominated to become staff, or you can nominate yourself. To see what we're looking for in new staff members, maybe you can have a look at recent Successful Nominations (the first link on each line takes you to the nomination page, where the nominee is asked questions, and where users can comment, etc).
