Wayne Koff

Wayne Koff is, in 2001, a member of the advertisement sales department for the Liberty Tree newspaper and a resident of Liberty City. He says of Momma's Restaurante: "Momma's is a real dining treasure, one of the last of its kind". His name is a crude reference, since his name sounds similar to the phrase wank off.
