The site has a layout similar to a forum where users can post information (similar to that of craplist.net, another website in the GTAIV series). The website has several maps of locations of items, missions, and vehicles (although the actual usefulness of the maps varies - for example, the Flying Rats map only gives approximate locations and will show multiple targets in one location but not explain where, while the weapons map doesn't indicate what weapons are located where).
