After the completion of the mission [[The Fastest Boat]] for [[Ricardo Diaz]], go to the ringing payphone near the [[Washington Mall]]. Walk into the pink halo to answer the ringing payphone. Mr. Black will call you and, thinking you are Leo Teal, tells you that a [[European Gang]] plans to rob [[El Banco Corrupto Grande|a bank]] in Vice City, and says that his employers would rather that doesn't happen. He then goes on to explain his next task; his employers want you to put down those gang members, hard.
