Richard Burns is a reporter for the San Andreas talk radio station WCTR (West Coast Talk Radio). He often reports on the happenings around the state, usually caused by the player's actions. He covers the Los Santos Riot of 1992, and during this, he is apparently fired, as he reappears in Liberty City in 1998 discussing those events.
