16:20 is a brand of clothing that makes hip hop style clothes in Liberty City in Grand Theft Auto IV. It is featured in the in-game website www.peepthatshit.com under the "Hip Hop" shopping section. Its name (16:20 is 4:20 PM in military time) is likely a reference to the 4:20 event on April 20th, labeled as "Weed Smoking Day" where people get together to smoke marijuana.
